In 2022, the NDP forced the Liberals to promise pharmacare legislation as part of the supply-and-confidence agreement.
This landmark legislation would finally expand Medicare to cover prescription drugs – meaning that every Canadian will pay for medication with their health card, not their credit card.
However the private insurance industry is working tirelessly to undermine universal pharmacare.
The Liberals have capitulated to the pressure, watering down their pharmacare bill so badly it defies the recommendations of their own expert committee on pharmacare.
Now, they are trying to bully us into accepting ineffective policy that only serves to protect wealthy investors.
We must stand strong on pharmacare, because this opportunity may not come again
Our NDP convention resolution would make it clear that if Justin Trudeau breaks his promise for universal, comprehensive, and public pharmacare, it will have consequences. Our continued support for the Liberals on matters of confidence must be contingent on government pharmacare legislation being universal, comprehensive and entirely public.
As members, we must loudly tell our Party that we support them in the fight for pharmacare, even if that means risking an election. We will only win if we are prepared for and willing to fight for these ideas.

News of a potential Liberal betrayal on pharmacare only broke on September 29, well after the Convention’s resolutions deadline.
For that reason, this resolution will be submitted as an Emergency Resolution. Emergency resolutions will be debated Saturday, October 14, the second day of Convention, at 5:00PM.
